Abstract

Even though Myanmar’s Electricity consumption per capita is one of the lowest in the world, various stakeholders in Myanmar are strongly opposed to the development of hydropower projects. The findings from the research showed that there have been cases where the government acted without consultation or prior warning and implemented construction projects which required the forced resettlement of entire communities, without any benefits flowing to the people. This led to widepsread and severe distrust of government and Chinese investors who provided the capital and resources to develop the projects. Public participation is very important for implementing projects and communication is one of the key points to gain public participation. This the sisanalyzed the communication processes between government agencies, developers and the public on hydropower projects in LSPR iithe Shan State along the Salween River. The thesis took a qualitative approach and apply various public relations theories to analyze the issues involved and will take a phenomenological approach to explore the perspectives of various stakeholders
