Currently in Indonesia, there are a lot of expectations and inequality of rights for children with special needs because the way they grow and develop is different from other children in general. The important role of parents in accepting and caring for children with special needs is a driving force and determinant of children's development in receiving equal rights. The research entitled “The Symbolism of Inclusion in the Film Tegar by Anggi Frisca as A Leave No One Behind Campaign: Semiotic Analysis of the Christian Metz Model” aims to examine the issue of inclusion in Leave No One Behind. This study uses qualitative methods with Christian Metz's semiotic theory through The Large Syntagmatic Category. The results of this study found 22 scenes that contained the meaning of the sign of inclusion in the aspects of socialization, education, and publication and performance. From the 22 scenes studied, there were 7 of the 8 types of syntagmatics in The Large Syntagmatic Category, namely autonomous shot, parallel syntagma), bracketed syntax (brackets syntagm), alternative syntax (alternative syntax), descriptive syntagm (descriptive syntagm), scene (scene), and episodic sequence (sequence episodes). The meaning of the sign of inclusion contained in the Tegar Karya Anggi Frisca film is in the form of inclusion from behavior and actions directly or indirectly by other people or oneself, both in the aspects of socialization, education, and publication for children with special needs.
